In previous versions of Snapchat, you could control the video quality of Snaps. However, there has never been a feature released to control the quality of your Snapchat pictures. As of the latest version of Snapchat today, you can no longer control the video quality either.
The issues with photos looking better on iOS versus Android comes down to the compatibility of the Android OS and Snapchat needing to support many devices that use Android. For iOS, Snapchat only needs to support one device in this sense (since all Apple devices run the same versions of iOS). Most Android camera phones today have a far superior camera than the iPhone, but due to Snapchat not fully supporting the camera on these phones, the picture quality remains sub-par.
Basically, Snapchat needs to fully support the camera hardware in all phones in order for pictures and videos to be crisp, clear, and top-notch just as the phones themselves would take them.

I have motorola one power phone with a notch display and Android por 9.0. My Snapchat sometimes takes worst quality pictures and sometimes it's perfect, I'm talking about the front camera... Please tell me what can I do for this.
Motorola Moto x 3rd gen. The camera quality is awful on Snapchat, and makes me want a new phone or just not take pictures on Snapchat.
This excuse is just plain stupid. The app doesn't need to support the camera, but rather the os. Apps don't install, or use drivers, and in almost all cases, the hardware can be controlled from the app, using the os stores settings and drivers in a *dumb way*. I.e. letting the os handle the hardware driving, and just accessing the image stream available. The real reason snap images look worse on android, is the hack job snap does with its on the fly compression of the images. Whereas on iOS Apple has final say on compression used.
I have an iphone 6s. When i take a video from snapchat, the quality is fine. However, as soon as i upload it to the story, the video gets blur. I am dealing with this issue since last few months. I even complained to snapchat about this but no response!
